Preamble
The 3 Rivers HOG Chapter is formed solely for the enjoyment and benefit of its members and promoting the sport of motorcycling.
Precedence:
The order of precedence shall be:
A. All Federal, State, and Local Laws
B. National H.O.G.®
C. Chapter Bylaws
Chapter Membership:
A. Requirements for chapter membership
Membership in the 3 Rivers H.O.G. chapter is open to anyone who is a member of National H.O.G. Family and interested friends are encouraged to attend.
B. Membership effective date
Full membership in the chapter is granted by dues payment and signing of member application and is effective immediately.
C. Verification of National membership
At the time of his/her renewal, each member shall present their current National H.O.G.® identification card.
D. Membership length
Membership renewal shall be valid from January 1 to December 31 of each year.
E. Payment of dues
Dues shall be due on or before January 1.
F. Delinquent dues
A member shall be considered delinquent if their dues are not received on or before the January meeting.
G. Suspended membership
Membership shall be suspended if dues are not paid by March 1. After March 1, the member's name shall be stricken from the chapter's member list.
H. Resignation from chapter
A member may resign from the chapter anytime he/she wishes. The member wishing to resign must submit a written and signed statement to that effect or present themselves at a stated meeting and indicate their intentions. At that time, the member's name shall be striken from the member list and the ex-member shall be informed not to wear any Three Rivers H.O.G. logo. Membership dues shall not be refunded.
I. Membership form
New and renewal members shall sign the current membership (release) form as indicated by National H.O.G. at the time of their renewal or joining. The new membership forms shall be mailed out to all current members with the December Newsletter mailing. The chapter shall use the National form as the chapter's membership form.
J. 3 Rivers H.O.G. logo
Only full members of the local chapter are allowed to wear/display any 3 Rivers H.O.G. logo.
K. New member dues
New members shall present their National H.O.G. card at the their joining or at their earliest possible convenience. New member dues shall be prorated.
L. Voting privileges and suspended members
Any full chapter member can vote on any resolution. Suspended members shall not be allowed to vote on any action concerning chapter activities. Suspended members must sign an event release form before participating in any formal chapter activity (poker runs, riding contests, scheduled rides, etc.).
M. Expulsion of member
Shall follow National H.O.G. guidelines. Futhermore, full membership dues shall be refunded.
Chapter Meetings:
A. Stated meetings
Stated meetings shall be held once per month. At each meeting ,the chapter treasury report shall be read. The chapter handbook shall be available for inspection. All meetings shall be open for anyone interested in H.O.G.
B. Officers meetings
The director and/or dealer shall call on officers' meeting at any time he/she sees fit. The officers' meeting will be open to any chapter member and to the dealer. Futhermore, the director shall call at least two officers' meetings per year. The officers' meeting may or may not be held with a stated meeting. All officers are requested to be present at the officers' meeting.
Alcoholic Beverages:
The 3 Rivers H.O.G. chapter shall not buy, sell, vend, or provide free of charge in any form or fashion any type of alcoholic beverages at any event or function.
Election of Officers:
A. Date of election
The election of officers shall be held at the stated November meeting. Each office shall have at least two candidates running for the office unless the entire membership present is unanimous in support of a single candidate.
B. Term of office
Each office shall have a term of one year. There is no maximum number of terms that an officer may serve. It is suggested that the officer serve a maximum of two years. New officers shall assume their duties after the stated December meeting. If there is no stated December meeting, the officers shall assume their duties on December 15.
C. Removal of officer
Upon petition of at least 50% of the membership, the dealer shall remove the subject officer from office. The dealer shall call an election at the next stated meeting and a new officer shall be elected. (Note: The dealer has the power to remove any officer from any post at any time. This procedure provides the chapter a means to remove an officer.)
D. Replacement of officer
The director and dealer shall determine a replacement for an officer who can no longer function as an officer. The assistant director shall assume the Director office and a new assistant director shall be determined as previously stated. At the next stated meeting, the chapter shall have an approval vote of the nominee. If the nominee is not approved, a full election will be held for the position.
E. Officers
1. Elections and Duties:
The following officers shall be elected at each November meeting. Duties beyond those stated in the National Charter are listed with the officers.

The secretary oversees the administrative needs of the chapter. Keeps minutes of all chapter meetings. Ensures that all insurance requirements are met.
The treasurer shall be responsible for filing the income tax forms for the year he/she held the office (Note: The current treasurer is responsible for seeing the tax forms get filed. This will ensure the treasurer will keep transactions of the year they held office.)
e. Safety Officer:
The safety officer shall not inform, train, or instruct any member on the safety of motorcycling unless he/she is a trained instructor certified by the MSF (Motorcycle Safety Foundation®). Any information presented by the safety officer shall be directly traceable to the MSF. Any information provided shall state the source of the information.
f. L.O.H. Officer:
The L.O.H. (Ladies of Harley) officer shall be elected by L.O.H. members only. The L.O.H. officer shall be responsible for all events pertaining to the L.O.H. only activities. The L.O.H. officer shall report the L.O.H. activities to the director and the dealer, and at stated monthly meetings.
g. Chapter Editor:
The chapter editor shall be responsible for the chapter newsletter.

2. Minimum number of officers:
There shall be at least three separate primary officers. The Director, the Assistant Director, and the Secretary/Treasurer. These are the primary officers. These officers may hold any other office. Officers are not limited to one office except as noted.
3. Acting Road Captain(s)
On any organized ride, there shall be a sufficient number of road captains to ensure the safety of the group (one per ten riders is suggested). Temporary road captains shall be appointed by the elected Road Captain, Director, Assistant Director, dealer or by the ride organizer if any of the listed officers are not present. The Temporary Road Captains shall assume all rights of the elected road captain as stated in this document and as stated in the National Charter. The Temporary Road Captains shall maintain this appointment for the entire duration of the event.
Speed Limits:
On any organized ride, all speed limits will be observed to the letter! There are no exceptions!
Chapter Resolutions:
All chapter resolutions shall be based on a 50% approval at any stated chapter meeting. If some members believe a resolution does not represent the majority of the chapter members views, at least 10 members must present a petition to place the resolution to a full membership vote. The resolution will be mailed to the entire membership during the next available newsletter mailing. The members must convey a written and signed response to one of the primary officers of the chapter within 30 days of the newsletter mailing. The director shall report the chapter decision on the resolution in the newsletter and at the following meeting.
Release Forms:
All active chapter members must sign a release form annually. The release forms shall be retained for 7 years.
Chapter Newsletter:
The chapter shall print a minimum of 6 newsletters per year. The newsletter shall include the chapter name, the chapter number, the sponsoring dealership, and the chapther mailing address.
Suspension of riding privileges:
Should a memeber display acts considered hazardous to the group during a ride, a written reprimand shall be issued to the individual by the director and the dealer. Should the offense continue, the member's riding privilege shall be suspended for one year. Immediate suspension of riding privileges shall be instituted if the member displays acts that are considered dangerous to the group. The Director, Assistant Director, or Road Captain shall have the power to immediately suspend riding privileges.
DEFINITIONS OF TERMS:
Hazardous: Any act that is inconsistent with the normal safe riding practice. (Examples: consistently moving in the group, excessively loud pipes, unsafe vehicle, etc.)
Amendment to Bylaws:
The bylaws may be amended at any stated meeting by a majority vote of the members present. The entire membership shall be notified of any amendment to the bylaws in the next newsletter mailing.
Dissolution of Chapter:
Should events dictate the dissolution of the chaper: All debts shall be paid from the chapter's treasury. Excess funds shall be donated to the MDA.
